This is the mouth of a stream (coming in from the right) at the Ragged Mountain Reservoir's lower lake. The pine needles floating on the surface would move about 3 feet towards the lake proper, then reverse course. The cycle would complete every 10 seconds or so. It was a windy day, so I believe there was a resonance fed by gusts of wind.

I believe my dad is taking video of the phenomenon here.
